Time management is one of the most universal of difficulties. Part of the problem is that there aren't "quick fixes" to make it all better. What works for one person sometimes does not work for another. I think the first thing to do is to calibrate expectations. I am not some super being with deity-level time management powers, I am just a guy with autism and borderline ADHD. Prior to my research, I had a lot of personal trial-and-error going on. The tool that helped me the most (Obsidian) didn't even exist when I was working on my bachelor's degree. What works for me may or may not work for you, so I will bring in my research from books and articles to help provide a more complete picture.
When I asked my students what obstacles are in their way of writing or planning, time or time management was the most common obstacle. Together, let's figure out what time management actually is and then how to do it effectively. This subject is for so much more than writing, so I will take a breadth-first approach.
